URL encoder / decoder

“URL encoding” means three different things depending on where in a URL you are standing, and picking the wrong one is how an ampersand in a query value ends up splitting the query. Encode for a component, a whole URL or a form, decode in either direction, and see any URL broken into its parts with every piece already decoded.
